To clarify, while this will work in most situations, not all zones allow you to aim your slinger, which is a prerequisite for using the capture net. In that instance you're forced to actually use the fishing rod. (It could also be that the fish is too far away.)
Don't know what to say. I've always gotten all the ones I tried to bite. Even the Platinum and Golden fish which I assume are rare or "hard" considering they gave me 100 points each, but I don't know. Are there different lures? Are you not using the correct one for whatever you're trying catch?

What I mean is that there's nothing anyone can help you with on that quest. We don't know what you're doing wrong. It all depends on the fish in the water. Some like no movement. Some like left and right movement, some like the little dash as you reel in. It's all RNG and based on your input.

(Honestly I would have designed the controls a bit differently for controller; a circular round motion, slow and fast, would have sufficed nicely for reeling.)
