In typical monster hunter fashion, you are unable to join someone who is viewing cutscenes.
What this means is, if either you or your friend has yet to view that specific cutscene up to that point, neither of you can join each other.
If you want to join your friend to play the story together, simply watch the cutscene (or skip it, and watch later) then one of you return to camp, and now you can join the other person who has also finished watching the cutscene and is probably mid-hunt. Once the hunt is over, both of you will progress to the next story segment.
Its abit annoying, but thats the only way that you can progress story together.
