obviously, im going to enter a date, im also not that smart, associates degree, basically stupid.

but what's this "legal compliance"

If you're underage, you have to get parent permission to access online features. It's self reported, so hardly reliable, but that's all.

During the late 2019 the European Comitee began the formulation of a legislation to enforced age ratings within online gaming (later on social media sites too), it finally was aproved about 2022 if memory serves, as such any game made past that must have an age verification form. With some specific countries using it as a base to do similar.

Other games do it via account creation, but since Capcom and steam do not exchange information, they'll ask you upfront.

You can write a false date, sure, even if you wouldn't be allowed to play it there won't be repercusions (hard to enforce) but CAPCOM is in their full right to void any future problem you have and deny service/refunds because of it. They cannot use that data in any way legally, so I'd suggest you write it more or less right and be done with it, mostly year.
