Can't use rest function.

It's greyed out and stuck at "cannot use at current mission progression status" even tho im not in any quest right now I did rest like 4-5 times in a row trying to reroll the map to find the rare fish but after 4-5 times in it won't let me rest no more. Is it a bug or something?

UPDATE

Tried doing SOS progress further through the story, doing some side mission, doing optional quest, restart the game, restart my pc, even failed some quest it's still stuck at that.

I noticed that the weather in the map stuck at constant lightning and wont go away as well, I'm also in Highrank nearly endgame too.

Yes, I'm guessing you've been reading nothing that's been coming up on screen...

So: At the current point in the story, the energy highway is producing too much, which is forcing all the regions to be permanently in the "lightning" state as you put it.

You cannot rest, because resting would let you change the weather, which again, is locked to storm currently.

The story absolutely told you all this about the weather, and it'll go away if you progress it (There's multiple HR ranks required to progress through this entire thing)

Ohhhhh you were right!! I just check other maps it was on a constant lightning too, I might have missed it, thought it was a bugged cause the moment I switch the season and time it started the active event maybe proc it through the quest or something, tysm.

Forgot the lore made it eternally day/night. Oh, no it doesnt do that. Guess ill just have to wait 17 hours for an npc to come out of their hovel so i can do sidequest things

Did you ever figure this out? I've done everything I can, Keep doing side quests, keep doing main quests. reset game, sos flairs all of it.

You have to reach Rank 40 and defeat Guardian Arkveld.

Wait so if you talk to Olivia at rank 30 you're just locked out of resting until rank 40? That's stupid. Wish I'd known that in advance
