You can check in steam what your default install folder is located at.
Or maybe it wants your windows os to be on SSD too.
I have the game on nvme, and windows on sata ssd (rapid mode enabled, ironically faster than nvme gen 4).
Maybe it's related to it.
Option could be that you put the drive on the slowest gen slot, and the bandwidth isn't enough it to be considered an ssd drive.
Same could be with sata, if you for example have a shared bandwidth between different sata and pci-e m.2 slots.
You can check your motherboards manual and if you aren't using any conflicting slots or slower bandwidth slots.
