@OP: Just barely tapping the analog stick will "jig" the line and try to get a fish's attention. Is your character entirely pulling the hook out of the water from any input?
no input at all is required i think i could let go of all the buttons as soon as i cast the line and it still retracts the hook it immediately after
Ya might have a slightly sticky trigger, then. Or you're just casting into water that's too shallow for fishing.
