mods don't always equal cheats. a lot of them are for performance. in fact, they are almost never cheats in games like these afaik
The only confirmed report I saw was confirmed the mods used gave free access to paid dlc like free ticket vouchers.
Appernelty the game internally tracks tickets so a mod will put you into -1 or more if you mod them, even buying 1 on steam will put you at 0 and not 1 if you used the mod just once. So imagine the fools who used it dozens of times 🤣
That image of them getting banned is hilarious.
I do still believe that they should introduce a secondary and a much rarer currency as an alternate option to buy those CE vouchers like in Dragon's Dogma. Make it expensive and have people grind for this currency, at least then you have infinite options to change your character if 7 isn't enough for some reason. You just have to work for it.
The only thing that gets you banned is pirating dlc content, and making hacked hunts that anyone can report.
The only people who got banned were using hacks to damage other peoples save data and also getting dlc or anything that is paid for, for free. Otherwise why would there be such a strong modding scene for world? Literally think before you spread lies.
