Heavy bowgun Level ammo?

So for normal, pierce, spread it says Lvl 1 or 2 for example. What does the level mean

Well, in short - higher level = more damage

If you tried using lvl 1 ammo at a later stages you will more or less tickle the monster instead of dealing serious damage (but it depends...)
