How Ive got thje game to run well for me.

4070 ti, i7 9700k,32 gb ram

Settings (Graphics): I'm running everything max without high res textures ( i have high enabled) with dlaa frame gen for some reason dlss makes it worse

it plays like butt with any other settings for me I couldn't play until dlaa was enabled it stopped more than half the stutters for me

P.s. IK this wont work for every one but its just what worked for me the fps is a million times better for me for some reason almost solely because of dlaa

That CPU is bottlenecking your GPU. Also, I've seen my RAM usage go as high as 36gb with only the game running. Games are going to get more CPU and RAM intensive, 32gb of RAM just isn't enough anymore, and you can't get away with a 3-4 generation old CPU anymore.

Not saying it should be this way, but games are getting more complex and optimization seems to be a lost art.

Yeah no for sure I need a new cpu at somepoint but never had any issues so far except for Kill the justice leauge and this. Games running good for me now hope your able to play alright thanks for the input brodie
