I am going to try to refund now, wish me luck!
I have over 6 hours worth of trying to get the game to work... so usually Steam doesn't give refunds... But I absolutely CANNOT even play the game (not play poorly, not play at all).

I am so scared I won't get the refund.

you might be able to get one if you are really detailed on the issues you were having and the steps you were taking to resolve the issue. but generally if trying to trouble shoot a problem in a new game try not to go over the 2 hr mark unless you plan on keeping the game

The problem is JUST loading up the game took 2 hours with trying to do the shaders... and doing that 3 times... it adds up.

if he posts a screen shot of the recommended hardware label, his sys config and the steps he took, Steam tends to be fairly forgiving for that. It's kinda hard to argue the recommended label isn't low balled, which constitutes a false advert

very Slim chance. I once got a refund that pass the the limit but not as high as your. I think it close to 3 for me.

depends if you can prove you clearly exceed the hardware req. and if you can show reasonable steps taken steam will look at it in a case by case basis outside the 2 hr cutoff. if they see no evidence of a buy,try,refund loop it has a non 0 chance. 6hrs is probably a real edge case but maybe.
I think they might give you a one time exception, but yeah make sure your reason is very legit and detailed.

WEIRDEST reason to be refused a refund...

Because after buying a copy for myself.... I bought a copy for someone else (not at once) they won't... refund it... I'll see if it is just a mistake.

with multiple copies in play my gut says.....go buy a lottery ticket for better odds. Even if you spend the next two months playing email tag, they gonna give it the side eye.

Keep trying multiple times with a detailed report, eventually you'll get through to a person and they'll review it. I did the same once with WH40k Inquisitor, for similar issues. I wouldn't expect it, but it does happen. Good luck!
