Report a translation problem
Use your grapple/slinger.
The intent is for the game to 'slow time' to allow you to do this, but at some point the game basically pauses but doesn't give you an onscreen prompt like most games. Had me stumped a little too.
When I freeze I have to wait 30 seconds (timeout) then the game unfreeze sending me a message saying connection session lost, then I can continue playing without issue.
Try doing the same quest offline or online single player, maybe it'll fix your issue.
The second you load into that screen spam your hook and F (or whatever your interact key is) to trigger the cutscene or your client will freeze itself
