Possible Fix: Cutscene Audio Issues
When I first launched the game and saw the starting cutscenes (before character creation), the sound of the npcs was either super far away or non-existent. I know they were speaking because of the subtitles.

I saw somewhere on here that this game uses Windows Media Player for some of the cutscenes/audio. I know I didn't have it because I uninstalled it years ago. Im on Windows 10 Pro btw.

I did the following 2 things:

Number 1-
1. Went to the search bar and typed in "Windows Features". This gave me something called "Turn Windows features on or off". Click it.
2. Scroll down and Go to Media Features and make sure there is a check mark on it.
3. Expand Media Features and where it says "Windows Media Player", make sure it also has a check mark.
4. Click ok
5. Wait a couple of minutes (a Windows Update triggered for me but this may have been a coincidence).
6. Restart PC

Repeat steps and make sure the check marks saved, I had to do it a couple of times.

Number 2-
I needed to reinstall Windows Media Player.

1. Go to the search bar and search for "Microsoft Store". Open it.
2. Search for "Windows Media Player" and install the one that matches the name exactly and it is from the Microsoft Corporation.
3. Restart PC
4. Again, make sure the check marks from "Number 1" above saved and if not, follow those instructions again.
5. Launch the game.


Once I was back in the game, I made sure that audio mix was "headphones" since that's what I'm using. My output is my system default for Voice Meter Banana.

I started the game and now I heard all the audio properly for the NPCs that I could not before.

Some additional things that may have contributed:
I updated my Logitech g-hub and closed it in my system tray.
Disabled any audio output that I don't actually use in my Sound Settings.
In sound settings, I went to my output and in the properties for my output (Voicemeter), I went to Advanced and made the default Format 16 bit 44100 Hz.

Hopefully this helped anyone else having this same issue.

got the same Issues still couldnt solve the problem

edit: needed to switch from 7.1 surround Sound back to Stereo Sound that worked for me

I have this issue as well but it's not just the cutscenes, but the entire game.
