The resolution answer isn't true, because higher resolution textures would still look better and more detailed when you got close to them even at 1080p. It's the 16gb that if you don't have available won't even load those textures in the first place as it says on the HD texture pack page.
Noticable on 4k and widescreen display. It is "optional" download anyway.

Actually you can get away using it on gpus with 12 gb of vram. It seems to only actually use 11gb . Tested this with a 4070 super that as 12gb and the game ran just fine actually.
Your game is stopping 1gb short of your max because if it goes over that things can start crashing or tanking performance considerably, in other words your game isn't loading all HD textures and this patch isn't working fully because you don't have enough vram. Anyone with more vram will see the game using way more vram than that.
Reducing the graphics settings to high reduces the memory consumption to 12.4 GB
Medium consumes up to 9.5 GB
Very Low uses up to 8.5 GB.
