It's a DLC you have to buy

Vsync will be grayed out when you have frame gen enabled.

You can have it enabled via the NVIDIA control panel, but you must set the max frame rate 2 or 3 frames lower than your monitor refresh rate, or Vsync will not work.

No, you have to turn on Vsync from control panel instead.

Only when using DLSS or FSR upscaling, and you must first turn on Hardware-accelerated GPU scheduling in Windows settings to have the frame gen option.

What is a frame generation?
In a nutshell, a frame generation algorithm takes two real frames that your GPU renders and interpolates an additional frame between the two. It predicts (usually with the help of AI) where each pixel should go to make the transition smoother.

I don't understand this. I don't even have the option for frame gen and yet vsync still greyed out?

Check the setting below the Upscaling under graphics, you might have FG turned on without knowing.
