So I had this exact issue in the beta, did the config file change and it fixed the terrain issue. However I am having the same issue with missing terrain on full release and messing with the config now just makes the terrain visible but glitched and flashing like a 70's disco tech. I spent 3 hours after launch to to try and do everything on the recommended trouble shooting and nothing has worked.
