Run it as Administrator works

Find the exe in your "manage files" drop down, right click and run as Admin.

I can confirm. It even stabilized the game's texture to a degree, there's still texture flickering and pop-ins (and you only notice when you really pay attention to the surroundings) but I can keep the high textures now without it turning into low resolution whenever I go to another region or whenever a cutscene starts. I'm on an RTX 4050 Laptop (with only 6gb of VRAM), any rig with higher vram than mine should have better stability for the textures.
