TL;DR is top end CPUs are sitting at around 50% use.

That CPU is starting to get out of date, you could get a good 30% boost even with upgrading in AM4 bases.
You could easily pump the graphics to medium while keeping current performance, when you get in-game just lower the CPU intensive settings to see if you get a manageable FPS
Edit: RE Engine does scale with the amount of cores so at least theres that
