if you go to your downloads it should be a download that says "GAME NOT RELEASED"

It's not download, it's to install
It's 60.8GB left to unpack, not to download. If you have fast internet but a slow computer/drive it can actually be quicker to download the game unpacked after the release instead of preloading.

Downlaoding is not "unpacked" you still download to the cache folder and while fetching more data it is unpacking from there to the install folder.

I do not know who started this weird rumor that you dont need to unpack if you dont preload.

If you download anything on steam nowadays it even shows you this with the 2 seperate progress bars for download and install/updating files

Because preloads are encrypted (to prevent data mining, leaks, etc.) and need to be decrypted on top of being unpacked and installed once the game is released. This is not the case after the game's release, it's been like this forever basically.
