If Tim has dog 💩 internet it will always be worth pre loading. However, if Tim has good internet, but dog 💩 hardware, in this case hard drive; Pre loading is not beneficial.
What you are downloading is a locked file, it takes a lot of time to unpack with average hardware. Usually as long or longer than downloading after launch, when the files are already unpacked.
This is why you should only pre load games if your internet downloads data slower than your hard drive can read/write.
