They would go down from 97 to 87.
I'm running an i5-11th gen + 4080 super and I'm getting 60-72 FPS at 4k.
The game is made for 4k 60 fps on mid to high end rigs.
Me with my 2021 i5 + 4080s hits that easily.

Also needs 13GB Vram in that section.
Something aint right with that build. Also rivatuner can also affect framerates.
My frametime was 9 ms, theirs 33 ms, mine steady between 60-72 on 4k native ultra settings wtih no dlss, no frame gen
I'm getting double than them on 4k with an old 11th gen i5 + 4080super.
The XTX and 4080S are ball - park 50% faster.
What you provided is not scailing 1 but default 0.5.
Excessive vram usage is not even an issue after day 1 patch, and I have my PC already optimized for 1440p scailing 1 game play.

CPU also matters. 9th generation Intel will be illegalized by Windows soon, so that it is time for you to upgrade (to AM5 is my suggestion).
PS5 has an APU that exceeds 4060 criminal 8gb vram, and budget PC gamers with 4060 also have very low end CPU. So-called "PS5 PC" builds are really bottlenecking everything from CPU, GPU and memory speed, all of which, this game require.
But I still believe that optimization will improve certain areas specially excessive vram usage and for RTX GPUs, DLSS.
