Will there be a seperate character creator like they released for DD2?

What's the point if you don't own a game? For now. 300 PLN is unacceptable plus some really bad performance DD2 situation all over again but in time this may or may not be fixed and 3-4 years since now I might even pick it up on some sale and I will have a character ready for play then.

The beta sort of served as that as you had infinite redo's etc and it will carry into full game, full game you will have 1 free character change then you have to pay.

Not to excuse it but that has been the the norm since MH:World

If you buy it on PC, there are usually mods to bypass it though.

I haven't play Worlds since 2021 so I don't remember but I think i changed my character hairstyle at least two or three times. I haven't noticed any limit. But maybe as you say I played with mods.
