Its stated in that review. They even tell about performance numbers and their experiences with PC hardware. The benchmark is truly a relateable experience when it comes to performance.
Yeah i agree, letting people play the beta or benchmark without forcing them to these adjustments was a huge mistake.
Adjusting overall brightness and luminosity won't save you

And i recommend to watch the review at that timestamp that very nice shows the difference.
Some people will never be happy sure, but these can just sit this out. Most of all will be and are happy with what we get and can adjust.
A reviewer who doesn't know what they're talking about, offering placebo fixes, vs. a graphics technical analysis reviewer who shows you possible fixes

Well since this is a game with the main focus on the gameplay itself and its mechanics, for me its the game reviewer. Gameplay & fun >>>> eye candy.
with a major debate about "visual fidility vs reequired hardware"/performance isues
needs to include an analysis of that topic
ineeds to factor in problems with it, if those exist
needs to warn potential buyers what to expect
with(out) framegen and/or upscaling
hardware, settings, fps

Seriously, now they're trying to divert it to being a monitor issue.
In fairness the washed out look of the game does it no favours. However, I have seen footage of the "corrected" version that people like to post and while it improves the look in some scenes it also crushes the blacks in others.
The blur however is not going to be fixed by changing brightness. That's 100% copium.
