At 4k with stable 240 FPS and no frame gen? No. Maybe after a few months of patches.
At 1440p / 120 FPS with frame gen? Maybe, depending on your hardware.
At 1080p/60 FPS with frame gen? Yes. Runs well on my 3060 Ti with those settings.
That's just my impressions based on my own experiences with the playtest and the steam community's general reception of it. I dunno if the launch version will run better or worse.
If you didn't get a chance to try the playtest on your own PC or weren't happy with the playtest's performance then I wouldn't preorder the game. Wait and see what everyone else thinks after the game comes out.
