Makes sense, because its most some specific singe cores/threads that are fully loaded and not the whole CPU (all cores).

Have you tried MSI afterburner with rivertune overlay to see what is how much loaded on your end? Global load % gives you 0 informations in these situations.
I run it at 4k so I'm not suprised by the 60 fps
As NeoX said it's 99% a cpu bottleneck.
Feels kinda weird saying this though, considering you got one of the best CPUs available out there.
Some games always used to push the latest hardware to their limits, so this is nothing special per se.
However, I assume in MH Wilds case it's mainly due to poor optimization - there's nothing groundbreaking about the game itself.
