Yeah my issue is on steam aswell... i don't believe it to be a firewall issue.. I've been playing this game everyday since release and had no issues... I personal think this is a server issue that needs to be fixed there end... while this isn't the issue for everyone there are data centres across the globe that only effect certain area's. When i have issues i often check down detectors and server status checkers before i start going into serious troubleshooting steps.
I agree, I don't think it's firewall issue. Previously I have no issue. It was upon the latest update, I have experience the problem. Rn, I am just using my vpn with automatic node connection to bypass this issue. But if this game requires vpn to function, they really need to fix this issue.
The timing of your post still falls under the weekly maintenance 72 hours timeframe.
it helped but ping was high btw im live 8k km away from europe
than i tried off ipv6 it helps but later got another error
later i change ipv4 and it works fine
also off/on your router and try to connect dont forget to wait 1min
and this is capcom issues they will correct themselves later
in world rise and street fighter was always problematic to play at beginning of game releases
Edit; My workaround seems to stay off online lobbies and just doing online singleplayer and MP hunts but avoiding the lobbies.

Disable Ipv6
1. Control Panel
2.Network Internet
3. Network and Sharing Center
4. Click on Ethernet
5. Click on Properthies
6. Disable Ipv6
Activate The Ports:
