Just Upgraded From An RTX 2070 Super To An RX 9070 xt And Now Some Textures Coming Through As PS1 Graphics
Starting up the game and going into the character select menu, the rocks in the background are low resolution, and when viewing weapons and armour in the smithy/equipment menus, all models are extremely low resolution, if I preview any equipment my hunter model becomes affected too, even after exiting the menu. It seems tabbing out of the game for a little bit loads it in at least partially. Additionally when these textures are showing outside of the smithy menu, opening the start menu seems to reset them.

Nvidia drivers were uninstalled and I'm on the latest AMD drivers
I've enabled ReBar
Messed around with the graphics setting and minimum makes no difference
tried compatibility mode
GPU utilisation is maxed but CPU utilisation is 50%

32gb RAM

Use tip #1 + #16 here and try again - reset the game if you used mods, like e.g. REFramework
