Windows Key + Shift + Arrow Key
will move any window to your other screen.
Windows > System > Display. You can now verify here which is your primary monitor.
Or, if you're like me: double check the back of your machine that your plugs are in the right order. I just got a new PC and didn't realize I had plugged my primary monitor into my CPU/Integrated graphics card and my primary into my dedicated GPU. Made a quick swap and everything is running much smoother for me
A workaround is to edit the config file to use your desired monitor and then set it to read only. Keep in mind that this will prevent any settings you change in-game from being saved though.
