Yeah I actually tried the same setup because I wanted to recreate a silly build I had in World where I would run HH with wide range and let my palico solo stuff.
I found out the exact same thing as you. The palico is 100% reactionary. If you don't attack the monster continuously, the Palico does nothing at all. Even throwing knives to keep "in combat" doesn't work well because my Palico would still randomly stop attacking. And on top of all that, like you said, they don't use any skills at all. Not even the offensive ones. It really bummed me out tbh.
Using the full companion squad worked better, but it still has the problem of not attacking if you don't continuously attack. They're also pretty buggy.
I tried running with just 1 support hunter to kill a Gravios, so the party would be Me + my palico, and a support hunter + their palico. The plan worked, but was actually worse than doing it solo. I got Rosso as my support hunter and he just didn't attack at all. The two palicos sort of attacked the monster, but Rosso himself just sat on his bird doing nothing. I recorded the whole thing so maybe I'll upload a clip.
They were going to time out against the Gravios so I started attacking the thing myself normally, and only THEN did my palico start using his offensive attacks. It's really a bummer tbh, I liked the silly palico builds in previous games.
I mean I'm pretty sure monsters get scaled up like true multiplayer when summoning in the NPCs, but it doesn't when hunting with the Palico. So relatively speaking the Palico has a greater impact than the NPCs do.
Well, I certainly get far better times with my Palico than I do with the NPCs or other players.
That being said, Palico's have never been anything more than "tools", and will never be anything more than tools. The only thing they're good for attack, or damage wise, is status effects, such as poison, or paralyze, hence there only being one paralyze when in the game for the Palico's. Other than that, they're simply just another distraction for monsters, so you get some breathing room.
There is no way without mods, that a Palico could kill anything other than a small monster, after sitting there waiting for two minutes.
If you really wanted your Palico to be on par with you, could always grab that mod that makes them have like 1K damage and 1K defense. I thought about it, because it would be funny to watch. But seeing as you're saying your palico won't fight without the player, kind of doesn't seem like it would be fun to watch, unless the mod made the Cat insanely aggro too.
but yeah there is no palico kits this time, they just do a little bit of everything for power, and cant singlehandedly carry the fight for you like in world, or dogs in rise
Thats not true at all, at least not if you're trying to get them to solo things on their own.

They work a lot better than they did in World as supports, because they're 100% reactionary with no ai outside of that. In World your Palico would do whatever on it's own, and maybe heal you. In Wilds they do almost nothing until some action triggers them to do something. They won't even use the offensive skills until you do a large amount of damage in a short time. Overall they're better, just a shame I can't let my palico solo stuff anymore.
