However, if you join games with your mods enabled like 10x rewards, instant kills, etc, then people might block you or make videos shaming you.

In case of extreme cheating, like one shots or 999 loots, then Idk if you'd actually get banned or not.
But for DPS meters, nude mods, skin mods, etc, they'll never ban you for that
Nothing is going to just happen automatically, but if you make a point of reporting people who are really blatantly screwing around like that, it is more likely to get something done about those specific individuals.
Save game editing never got you banned :P
It is always against the TOS, but if you want to be precise it depends.
