is it allowed to use mods at all?
Is it against TOS to use mods, or can you use any mods you want as long as it doesnt give you advantage or anything?

"Allowed"? No. Crapcom don't "allow" any mods. Not even the completely harmless ones. They believe even purely cosmetic client-side mods to change outfits count as "cheating" ... because they're brain-dead, basically.
But you CAN do it and they won't do anything to stop you unless you show it off online and get reported.

It's a gainst 'TOS' but theyr not gonna do anything about it. It was also against World's TOS.

the law is on the books but generally unenforceable.

its been not allowed for their last several games as well: they all have mods.

lol wtf is the point of the game if i can party up with ppl that just oneshots and get 100x rewards. That just ruined the game for me right there, argh. I thought mods only helped with performance, visuals etc, i see now that there are stuff for things like this, and editing weapons etc, bleh.

It's "Please don't" but they won't stop you if you will.

However, if you join games with your mods enabled like 10x rewards, instant kills, etc, then people might block you or make videos shaming you.

I actually hope the modders can make it so that we can use custom quest development so we can have fun meme quests such as 5 fatalis in one area on 4U. :v

capcom says no, but doesn't actually do much to stop it, since the last time they tried to stop it people (rightfully) freaked out at them. not sure if they try to go after the people using the oneshot mods or other cheat-y type stuff (they didn't seem to care when ppl were modding in talismans in rise, for what that's worth) but if they do you'd probably be fine using performance/visual stuff.

Yes it's allowed... in the sense that they don't give a ♥♥♥♥ to make their game secure or to enforce rules.

In case of extreme cheating, like one shots or 999 loots, then Idk if you'd actually get banned or not.

But for DPS meters, nude mods, skin mods, etc, they'll never ban you for that

Look... if you end up on a hunt with people obviously doing that and you can identify them... then you can go into the Member List menu, scroll to the leftmost tab and view the Hunter Profile of the one responsible... and you can report them from there.

Nothing is going to just happen automatically, but if you make a point of reporting people who are really blatantly screwing around like that, it is more likely to get something done about those specific individuals.

They havnt banned anyone since they stopped banning at Tri and even then the only thing that they banned for where the use of software such as actionreplay or gameshark to edit something.

Save game editing never got you banned :P

It is always against the TOS, but if you want to be precise it depends.
