Basically even if your CPU can turbo up to 5GZ or above, it wont matter due to the technology's age and lack of features both hardware (physical cores and efficiency) and software (better usage of that turbo clock and extra cores/threads) in comparison to the newer ones that even if just 15% better will actually improve a lot of performance by leaps and bounds esp if you climb a few generations at once.

Your claim means nothing without a DxDiag report. What you believe to be current gen CPU is most likely subpar. The game is great and running just fine.
Mind you the game IS in need of Optimisation. But that CPU is a serious detriment regardless. You generally wanna look at replacement parts after 5-6 years.
Long story short:
like many already said, its the CPU bottleneck here. This game requires a quite modern/current CPU to run properly (last 3 years). When it comes to the GPU, even something 5 years old of the midrange or higher performs well.
The little check on the MHWilds Benchmark i made, showed this game does like multithreading a lot.

And around 20 of them are live world-environment calculations (memory address associations). What means in theory, the more cores your CPU has, up to 20 can have a positive impact on the games performance and against the CPU bottleneck. That can not be always compesated by L3-cache.
Mark my words, if the next console generation comes with 20 or 16 cores as default, this will be also the new standard for future developed games. Like 8 cores(+) is it now with this generation.

(nvidia RTX 3090) and can run the game on high with 60fps no stutters.
is it maybe a setting u have on, that doesnt make any visual difference but will take alot of GPU space?
or can it be that maybe ur GPU driver is outdated :/
I know 14 is the latest gen but cmon...
If you actually got a 13th or 14th gen intel CPU make sure you get the bios update to stop it from cooking itself.
It's possible to be CPU bottlenecked well under 100 fps with a 9800x3d in this game. It's truly scuffed.
