I can't figure out why this game is running like doodoo
Processor Intel(R) Core(TM) i7-9700K CPU @ 3.60GHz
Video Card NVIDIA GeForce RTX 3080
Operating System Windows 11
RAM 32 GB
i have above the recommended specs but i cant even run low with 60fps

CPU Bottleneck, the game is super heavy on CPU not to mention they used DENUVO + CAPCOM inhouse anti tamper, so there is even 2 layer of anti tamper running on top of the game itself borking the performance even more
yea with a decent cpu like intel 13600k or ryzen 7600 u shud get something like this, although mines modded with stuff to supposedly help with performance.

also its capped at 40 and requires frame gen and upscaling

For current day CPU heavy games like this, You will want at least a high power varient of i7 12th gen or equivalent at minimum. Otherwise you will get bottleneck'd in games like these.

Basically even if your CPU can turbo up to 5GZ or above, it wont matter due to the technology's age and lack of features both hardware (physical cores and efficiency) and software (better usage of that turbo clock and extra cores/threads) in comparison to the newer ones that even if just 15% better will actually improve a lot of performance by leaps and bounds esp if you climb a few generations at once.

Your claim means nothing without a DxDiag report. What you believe to be current gen CPU is most likely subpar. The game is great and running just fine.
A 7 year old CPU. And a Current gen, Heavily CPU-Dependant game.

Mind you the game IS in need of Optimisation. But that CPU is a serious detriment regardless. You generally wanna look at replacement parts after 5-6 years.

Long story short:

like many already said, its the CPU bottleneck here. This game requires a quite modern/current CPU to run properly (last 3 years). When it comes to the GPU, even something 5 years old of the midrange or higher performs well.

The little check on the MHWilds Benchmark i made, showed this game does like multithreading a lot.

And around 20 of them are live world-environment calculations (memory address associations). What means in theory, the more cores your CPU has, up to 20 can have a positive impact on the games performance and against the CPU bottleneck. That can not be always compesated by L3-cache.

Mark my words, if the next console generation comes with 20 or 16 cores as default, this will be also the new standard for future developed games. Like 8 cores(+) is it now with this generation.

Im confused, so i have a similiar setup to you
(nvidia RTX 3090) and can run the game on high with 60fps no stutters.
is it maybe a setting u have on, that doesnt make any visual difference but will take alot of GPU space?
or can it be that maybe ur GPU driver is outdated :/

idk I feel like I'm cpu bottlenecked with i7-13700f...
I know 14 is the latest gen but cmon...

There were probably other factors but your CPU just didn't have the cache for some of the games coming out now.

If you actually got a 13th or 14th gen intel CPU make sure you get the bios update to stop it from cooking itself.

It's possible to be CPU bottlenecked well under 100 fps with a 9800x3d in this game. It's truly scuffed.
basically, the game is made in a way so that it runs like doodoo. interestingly, if you dont have a 40XX or 50XX, youre better off using amd FSR and amd frame generation, since you get no frame generation for rtx30XX cards and the game relies on fake frames to reach decent fps values. its counterintuitive but atleast i now have a comparatively smooth experience, ever since i swapped from dlss to amd fsr due to frame generation feature. (RTX 3070)
