I can't figure out why this game is running like doodoo
Processor Intel(R) Core(TM) i7-9700K CPU @ 3.60GHz
Video Card NVIDIA GeForce RTX 3080
Operating System Windows 11
RAM 32 GB
i have above the recommended specs but i cant even run low with 60fps

Edit: Things are good now new cpu

It is possible to force software to use the DLSS4 upscaler and the FSR3 frame generator simultaneously using some third party solutions and it's almost like a silver bullet on 30XX cards.
Basically you get Wilds to use the DLSS4 transformer (preset K) and set that to Performance and then use something like Optiscaler to brute force the FSR3 frame generator and now you have 10 extra real frames, the game looks better, and you still get framegen.

so i got an i7 12k and i can run it max settings with dlss at balanced 60 fps

I have i5-9600K not overclocked and am getting average 53fps 1080p with no FSR or framegen. I do have a 6650XT doing most of the work and turned on Hardware Accelerated GPU Scheduling to ease the load on my CPU further
Reframework, updated directstorage and dlss files.

Doesn't get better than that.

already tried before getting new cpu

Cap at 40 FPS or 30 FPS. You will never achieve stable 60 fps. not worth trying.

Game will look like absolute garbage if you try. and it still won't be stable 60 FPS.

its fine how it is now
I had your CPU when Dragon's Dogma 2 was released, and i was already playing Helldivers 2. Upgraded to the 7800x3d, and the jump in performance and the lowest frames jumped like crazy. Retire your CPU, it can't handle anything but Switch ports.
