Report a translation problem
If your saves were not backed up to Steam Cloud they might not be recoverable since the game stores the saves locally.
That's what a lot of people have reported.
It seems to have been happening after an update or crash. That's what the most common posts say.
Capcom really screwed this launch up.
There is no account to get back.
The most likely culprit in your specific case is Steam Cloud.

then check the game save location on your pc
*if already got save files back it up in case*
then try to extract/override with the cloud download
turn off cloud save in steam game option try to launch
if it works you can then close game and reenable cloud
It's important to note that without any real information about the OP's situation this person immediately blamed Steam.
