That is quite a critical issue there. My first instinct tells me it is either broken shader files, or a mod acting up. Because some mods can cause that too if they are setup wrong.
Hence the general recommendation of mine: if mods were ever used at any point, to use the reset part of the guide and redownload a part of the game.
Since last patch I have seen several issues already origined in mods usage and people simply did not know because they did not pay attention. But that is another story. Thankfully the solution is always very simple.
