the base stun value is just really low for lance moves, it's not worth bothering
it would eventually if you were REALLY stubborn about it but that's a lot of work to get a stun when you can just play normally and attack monster wounds and parts to get topples
TL;DR Slugger just makes it so each of your hits does more stun damage than they would normally making it easier to reach stun thresholds. It doesn't make your attacks suddenly start stunning monsters when they couldn't previously.
