Textures Unloading / Reloading ( Low Poly models) - AMD GPU (Potential Fix)
Hey folks.
(PLEASE READ THE EDIT AT THE BOTTOM FOR A POTENTIAL FIX)

The problem I had
I bought the RX 9070 (NON XT) but they're pretty identical either way.

CPU: 5800x.
64GB DDR4
Installed on nvme m.2

I upgraded from rtx 3070ti. On 3070ti I had major stuttering issues when turning fast, but the texture loading / unloading was infrequent. (NOTE: I've DDU'd my nvidia drivers and installed fresh AMD drivers, everything is up to date.)

RX 9070 has texture unloading and reloading pretty frequently for me.
Another issue is the model preview / weapon model loading when looking at the smithy taking a long time (Loads in super low-poly model initially and then takes a while to load in the high res model) But this isn't always. Sometimes I have this, sometimes things load in fast. Very spontaneous issue.

What I noticed

Then I started playing around a bit with overclocking and tuning. The ECC memory on AMD's GPUs REALLY hates memory OC. Had just +50MHz on the VRAM and it was constantly unloading and reloading textures. Disabling the VRAM OC made it less frequent but still fairly frequent and prominent issue.

Hence this post - half wondering if I have a defective card with VRAM issues? Could people please confirm if they're having the same issue or not on AMD cards? (AFAIK the RDNA 3 cards 7600 through 7900xtx all had ECC vram as well, pretty much same vram as what 9000's RDNA 4 use)

EDIT: My bios had disabled my ReBar (resizable BAR) settings.
Enabling that helped tremendously with this issue and with the issue of weapon models / armors loading in LowPoly and taking a while to load in full / proper model.

So is it just having the lower res textures showing up then replacing it with higher quality ones when you look at something that was out of vision behind you? Because if so that's a common issue with the game.

Sort of.
Sometimes I could be looking at a model and it'd unload it's texture right as I'm staring at it, the load in high-res texture, then unload it again. Constantly doing that.
So when you say that it does that when staring at it is it doing it only when you turn to look at it or is it doing it just staying still for a while and looking at it? Also is the like a low polygon texture then going to the actual texture then back to the low one? Also are you using the dlc high texture pack that was like 70 GB?

recently updated from Nvidia 1080 to AMD 9070XT.

I use DDU for Nvidia Drivers but was having the same problem as you explained.
BIOS: After put Above 4G Decoding Enabled and Resizable BAR on Auto as you suggested everything work perfectly. :steamhappy:

Try turning the mesh quality to medium I just did some testing the mesh setting is the source of most of the games pop in for me at least. Also turning the upscaling to disable for some reason these two effect the it the most

Gonna update it as a potential fix or at least a good first step for people to perform who are having issues like this. Thank you for confirming.

Enabling Resizeable BAR seemed to have alleviated pretty much all of these issues.
I'll try the Mesh quality lowering to see if it makes things load a bit faster.
But as the other person reported, seems like the Resizeable BAR might be a big factor here.

P.s. yes using the high resolution texture pack, the 9070 is more than capable of handling it and the 16GB VRAM are plenty sufficient.

9070XT here and enabling ReBar did not fix this for me. Really thinking it's a driver issue for the 9070/XT in general.

The problem is definitely with the game itself. I have the exact same RX 9070 with 16GB of VRAM, 64GB of RAM, and a 7900X CPU. We're seeing the same issues even with the lowest texture settings – it's clearly a terrible console port. Capcom put absolutely zero effort into this PC version.

its about game, it happens to me aswell when i first launch game, the first time i load in, all players' and npcs' armors/clothes takes 2-3secs to load.
u guys shud try this mod if u have texture loading issues, duno if it works but it sounds like it should help with texture pop-ins

however this should only help with texture pop-ins i dont think it helps with low poly mesh issue unless they are somehow related, ive only see low poly mesh problem pop up like once, no idea wots going on.

swapped from a gtx 3060 to an rtx 9070xt

the exact same set of issues. with the nvidia card i could barely turn because of the insane stuttering, but the textures loaded fine
the amd card theres no stuttering at all but im playing a damn ps2 game. even the enviroment looks like melted legos half the time and it takes sometimes the entire hunt for just the monsters model to load in
