Some Side Notes:
This isnt a garunteed fix for anyone, all i am doing is sharing what i did to improve performance and it has worked wonders for me so far, i went from a stuttering mess to a almost buttery smooth game and wanted to share what i found worked for me.

Unfortunately the game is so borked when it comes to performance the only way to get any improvements is with downloading certain mods off of nexus. And with how dragons dogma 2 has been treated, do not expect any fix for these performance issues to come soon or even at all.

READ THIS:
Before downloading these mods make sure to read installation instructions CAREFULLY if you do decide to download them. They are all safe to download and you will not be banned for having them as well.

The Mods:
The first mod is called REFramework which adds several performance improvements and also servers as a modding base for a lot of mods, so if your interested in going further with modding, it is worth the install.

The second mod is DirectStorage 1.2.2 Upgrade to 1.2.3, which updates the direct storage for the game. This mod is supposed to help with textures and models loading in and with it installed it greatly helped me reduce stutters while riding out in the wild. There have been reports in the mods comments about it not working, however i recommend giving it a shot.

The third mod that i recommend is "Wilds Optimizer FPS Boost" which is a simple config file that tweaks the game without drastically changing the games visuals. This was the first mod that I installed and the performance difference was amazing.

PC Setting Changes:
1. The First change that needs to be made is to turn on hardware acceleration which is need for frame generation to function. To turn it on, search up "GRAPHICS" in your search bar or simply go to: System > Display > Graphics. When you reach the page click on the "Advanced Graphics Settings" option and toggle "Hardware-accelerated GPU scheduling" to on.

2. This step isnt NECESSARY, however it might be worth a shot to gain a bit of performance. The second change is going to be to your power plan. Monster Hunter Wilds is primarily a cpu based game, which means if you change your current power plan to performance you will gain a bit of performance as it was at least in my case. All you have to do is search up "Choose a power plan" in your windows search bar and it should take you straight to the page to change your power plan.

In Game Changes:
While the config mod above did make some lasting improvments, i still went ahead and made a little changes on my own which.

1.Under upscaling I would recommend turning on AMD FSR 3. For some reason they released the game with an outdated version of DLSS. I recommend AMD FSR 3 cause at least for my card it garunteed me access to the frame generation option below.

2. Depending on your card, this should enable you to be able to turn on frame generation which is right beneath it. Turning it on for me gained me a good performance boosts, and luckily so far i havnt encountered any of the delayed input that people say occurs when you turn it on.

3. Right beneath it is the upscaling mode options, i personally recommend to have it set to balanced, however i have had good results with all options except AMD Native AA.

4. The final tweak that i made to in game settings is the upscaling sharpness, i have tried to set to max, however the best performance that i got without sacrificing too much visual was to have it at .50

Like i said above the mods and changes that I listed above are what worked for me to finally get my game into a playable state and I cant garuntee that it will work for everyone, however I do encourage you to at least give it a shot if you want to improve game performance.

Thank you for sharing the settings, it worked very well on my setup :)
Good on you for actually doing something about it instead of just complaining.

There are a lot of QoL mods that make this game better. One of them I'd point out is the auto-restock mod. So you don't have to wade through a few scenes of going back to camp, your tent, etc, just to restock for the next fight.

For all the ♥♥♥♥ people around here give mods, there's a lot of shining stars among them.

And countless which I consider dangerous as they come with real risks of causing savegame corruption. As long as people know what they are doing mods are great.
These mods are all good. I would also recommend using injecting FSR 3 frame generation (the latest version that released this year) to use with DLSS 4 on your 3080. Make some control panel optimizations for the game profile as well on top of this. Will have the game running much better.
I dont think directstorage its mod when you justs download new official version and copy paste
