Story isn't that important. Just clear it, meet up at High Rank and start hunting together. If you're ahead of your buddies in story, form a link party and accept invite when they start a story hunt.
Invite Friends to Squad
Every time you play just join the Squad Lobby
Invite Friends in Lobby to your Link Party
In the menu, go to Link Party > Environmental Link
Congrats, you are all now synchronized and can roam about and always see each other.
For Story, I am not entirely sure the above will resolve your issue, being in a link party will make it easier to join the story fights however. BUT the above will make playing High Rank feel real good.
Idk man, maybe get some real friends?
Co-op shines with investigations and side missions when the story is done and you don't need everyone to watch 10 min cutscene before playing together.
Both the Quest system
And the environment link system have worked perfectly fine
We went through the same crappy story mode restrictions on World, so maybe that's why it wasn't too much of a pain for her.
