Believe it has to do with making your character bald, then add some of the cosmetic option that cover majority of the face and then you can edit that cosmetic to make it shiny.

make up overlay.
choose slot 1. select the huge oval shape. expand size to cover entire head. change texture setting to luminescence and set slider to desired strength of glow.
