Open and public, not private. There seems to be either joining someone or create your own private one, or play offline.

You don't host your own public lobby unless you get lucky and you go online when all other lobbies are full.

You can host a private lobby and share the code so people can join it, but otherwise, you just join other people.

If you are looking to make an easy to find group lobby, then set up a squad or a link party. Then people in the squad or link will easily join you, or you can join them.
