Does Frost Jewel (Ice Attack+ decoration) work if my weapon doesn't have Ice element?
Does it add an extra element on my weapon or it has no effect?

No effect, if I remember. You can see when you select the item, it increases the element attack if it's ice, but changes nothing if it isn't an ice element weapon. There are no systems allowing a weapon to have 2 elements, or 2 afflictions, or 1 element and 1 affliction.
