It easily surpass America, not only in number but in quality. Which is not that a big deal since we just recently started to get good agencies for voice actors in America but it's already big enough to an game of this caliber to at least consider Chinese voice acting.

My guess is that those voice actors are locked with companies like Mihoyo/KuroGames and they don't want they to go work with other companies, especially outside their country.

Capcom had no involvement with MHO, that was a game made by Tencent, using Capcom's IP. It was ♥♥♥♥ for most of it's life, but when the team def had more freedom to do what they wanted (like with lightenna), it got shut down.
