With games like this, you are seeing the fruits of this mentality. Better get used to it.
They will release the specs for High/Ultra when the technology exists to achieve it.

720p on normal ps5 probably, seems like only people with 4090s will be able to play properly on 1080p
The 1660 Super was able to push 60fps in Monster Hunter World on medium settings @1080p and World is still absolutely gorgeous fidelity wise, even if a bit aged in some areas.
Here, it's expected to push 30fps on the LOWEST settings, whilst also running in 720p and relying on upscaling to reach 1080p.
I sincerely doubt the game's fidelity on the lowest settings will match that of medium > high settings in MH World, but we shall see.
Even then, needing frame generation to hit 60fps with the recommended specs is wild.
