CBT + 16 players??

CBT now knows the time after the live broadcast

But I'm confused about 16 people.. Is this when people join the room together??
Or is it only in the village and when you leave the village, you will only see people in the party??

Does anyone know??

its like world,village can hold 16 players,but party of 4 outside,you won't see 16 dudes in the wilds lol
