Hammers offset attack

The third hit of the normal combo is the Hammers offset attack, yet I feel that it's too situational to use as a reaction and more of a defensive option, unlike the Swaxe or GS's offset attacks.
What would you think of the second charge attack (upppercut) being an offset attack? Would that be too powerful? As all the offset attacks I've seen had an upward swinging motion, I feel like it would be a no-brainer.

I felt it was situational too, but then I found out it can be held for timing, so I'll have to try it out again and see if it feels better.

I don't think moving it to the Charged Upswing would be a good fit though
