Ps5 pro is just what the Ps5 should have been like it happen with the Ps4 Pro. Consoles are good only for exclusives in my opinion so not really worth it unless you are a fan.
But everything, in the end, depends on your time, as you'll need it for searching parts and assembling the PC.
Convenience or investment
Searching on eBay, rtx 4070s costs around 250-500 and processors of i9 13900costs around 150-500 as well.
These were the lowest I saw, so take it with a grain of salt
If you're gonna go processor go am5 amd socket processor tbh
The cheapest reasonable PC I could recommend was $830 and that wouldn't put you much better off than the PS5 pro.
As for you OP, I'd suggest googling/searching sites for the parts first via the recommended requirements and then go from there.
and that's coming from a guy that does not own consoles.
pc are more for people who know how pc's work and what parts it has since it requires alot of maintenance and when something doesnt run well there are alot of variables that could be the cause.
And upgrading your PC
It's not easy building a PC that can run modern games well for only $700 these days. But if you're good with PCs, you can probably buy used parts and build a very decent gaming PC for $700. Or even buy a used complete PC if you find a bargain.
If you're going low budget, you get far more for your money by buying older gen hardware that runs your games BETTER than what new parts in the same price range would. That goes for both buying used or off the shelf components.

Oh you can, I just wouldn't recommend purchasing it as it would be a dead upgrade path and it wouldn't really be any better than a PS5 pro.

That's pretty much my wifes PC, and it played the beta at locked 60fps at 1440p without dips.
Using FSR Quality and Frame Gen.
The 5500 doesnt relaly have an upgrade path thou.
