use MSI Afterburner combined with Riva Tuner Statistic Server (RTSS).
you can use it to see current fps, average fps, 1% fps, min fps, gpu temp, cpu temp, gpu and cpu usage, etc

Steam > Settings > in game > in-game FPS counter, choose something other than OFF
