Yea I should have clarified better when I said I don't agree with the guy you were quoting. I don't agree with him because the 4070 isn't going to outperform the 3090, the upgraded versions though are comparable and better. 4070 ti s was handling beta test quite well. The game does need to be worked on for better performance but with some tweaking in the settings I'd wager the 4080 and 4090 can brute force good frames in 1440.
Go back to 2010 Kiddo.
unfortunately the only gpus that seem to be worth buying nowadays are the halo ones. there's also a ton of copes surrounding frame gen. if you can use it, use it.

during the alpha and beta test phases is when consumers should talk most about problems a product has, so they can be addressed by full release. Sitting back with a thumb up your bum acting like "oh well im sure it will be fixed by launch" isnt really helpful to the player or the developer.
I'm going to assume you aren't using either upscaler or frame gen and trying to use at least the high graphic preset. I don't know why you are all ignoring Capcom that are telling you that using the upscaler is highly recommended.
