You're not confusing the Fiends with some other faction, are you?
edit: "fiends/raiders", ah. Well, there's quite a lot of content for the Great Khans, which is one of the larger raider gangs.
The rest (Vipers, Jackals, Scorpions, Greasers) are so minor, you only encounter some of them in a single location in the game. They could've had a bigger role in the game, but Fallout was never about the "Mad Max style steretype of post-apocalyptic culture".
+ You never really join any of the factions in the game. You're always the independent, the "freelancer", the guy (or girl) that gets the dirty jobs BECAUSE you're not affiliated.
+ The great kahns do not count to me as being the same.
its hard to say why, they just feel vastly different.
Nope, you just get less death threats from the members. Some stuff every few days, too, but mostly less threats.
