Report a translation problem
All I can think of right now is to try fast travelling, and/or waiting 24+ hours, then trying to speak to him again.
I also have a feeling it may be caused by the game using the wrong instance of ED-E as there are several variants depending on whether you upgraded his weapons or armour, and another one from Lonesome Road, so it might be worth using the console and clicking on him to check which ID he is currently, though more than likely it's a quest stage bug.

It may be related since you said you'd finished the main storyline already.
Unfortunately he gives scripting fixes rather than console commands which is a bit more involved and most likely won't work retroactively.
If this was the cause then 001572e8 VDialogueEDE seems the likely candidate for fixing this issue.
Maybe try this which was suggested on the fallout wikia for a slightly different issue.

Also reading through the comments for that mod it would appear that CAGE suffered the same problem with ED-Es as that other one did. It does suggest it was fixed though.
I've been up for a while I think I'll just get this mod I found that will give me the Lonesome Road ED-E as a companion and just call it a day. :p
