I always start Honest Hearts when im about level 10.
Your opponents scale with your level so it doesnt matter as long you dont play Lonesome Road.

Something to keep in mind if you've been running a jack-of-all-trades instead of focusing is that DM does have a number of fairly high skill checks. HH has some, but generally fewer and lower-level and with more alternatives (e.g. repair an item with a skill check, or gather some parts if you don't meet the skill requirements). Aside from skill and stat checks, the DLCs can impose certain limitations. For HH, for instance, you need to show up w/o companions and at most 75 pounds of gear (you'll be able to pick up more when you're there, and bring it all back on your return; it's just a limitation when you're joining the caravan on the way over), or you won't be allowed to proceed.

It's often been recommended that you play DM -> OWB -> LR in that order to better make sense of the story, while HH isn't nearly as related.

It tells you the recommended level before you start the dlc (except Honest Hearts, which is easy)

Dead Money- Level 20 (higher is better)
Lonesome Road- Level 25 (higher is better)
Old world blues- Level 15

Etc...

Do Honest Hearts at level 10 or 15, after that you can probaly do Old World Blues right after finishing Honest Hearts, then i recommend levelling a bit until you´re 25 to do Dead Money since there´s a fair amount of high skill checks there, as for Lonesome Road i would recommend doing it when you´re around level 30.

I would reccomed a speech skill of 100 or close enough that you can get it in a level or two before starting HH.

Just... putting that out there.

Also you can increase the maximum weight allowance for Honest Hearts by having Survival of 50 or greater or bribe/extort the guy in the Vault suit to carry some of your stuff.

I have close to 213hrs on record and another 200 off the record for Fallout NV and based on my experience.
I would suggest to start DeadMoney at lvl 15. It's challenging but that what makes it fun to play.
Play DLC's in this order.
DeadMoney
HonestHearts
OldWorldBlues
Lonesomeroads
Download AworldofPain and get the dlc addon for it. Play on DeadMoney Aworldofpain.
Download more mods at newvegas.nexusmods.com

have fun.

Wrong. It goes up to 100, not 75.

In the base game, without any perks involved, it's 75. I played it through a few days ago.

Yet those caveats weren't mentioned in the original post...essentially, you just rewrote the inital post after I countered it.

I tried something daring... I started Old World Blues at level 5, and got through it. And I did it after I did the powder gang quests, good springs, and the Bison Steve Motel, then I went to Nipton, talked to the legion guy and didn't go in to the main building yet, then i went to old world blues, I got edi working. And that was about it. I didn't even have any great guns yet. That got tricky.

Ah, Mr. Burke, did you enjoy the spectacular removal of that eyesore Megaton from the landscape?
I have over 1700 hrs on record playing this game. Mostly because I like creating characters and playing them through about 6-7/8ths of the game. I get this from playing PnP, a good GM will make it difficult to get through a game without creating 2-3 characters.
I like playing Honest Hearts first at lvl 8-10. Old World Blues at level 12-15. Dead Money at level 20-25. Lonesome Road at level 30+ (mostly because, to me, this one is so tedious).
