Your opponents scale with your level so it doesnt matter as long you dont play Lonesome Road.
Old world blues= 15
Dead money= 20 and have a high repair.
Lonesome road= 28 and higher.
It's often been recommended that you play DM -> OWB -> LR in that order to better make sense of the story, while HH isn't nearly as related.
Dead Money- Level 20 (higher is better)
Lonesome Road- Level 25 (higher is better)
Old world blues- Level 15
Etc...
Just... putting that out there.
Also you can increase the maximum weight allowance for Honest Hearts by having Survival of 50 or greater or bribe/extort the guy in the Vault suit to carry some of your stuff.
I would suggest to start DeadMoney at lvl 15. It's challenging but that what makes it fun to play.
Play DLC's in this order.

HonestHearts
OldWorldBlues
Lonesomeroads

Wrong. It goes up to 100, not 75.
In the base game, without any perks involved, it's 75. I played it through a few days ago.
Yet those caveats weren't mentioned in the original post...essentially, you just rewrote the inital post after I countered it.

I have over 1700 hrs on record playing this game. Mostly because I like creating characters and playing them through about 6-7/8ths of the game. I get this from playing PnP, a good GM will make it difficult to get through a game without creating 2-3 characters.
I like playing Honest Hearts first at lvl 8-10. Old World Blues at level 12-15. Dead Money at level 20-25. Lonesome Road at level 30+ (mostly because, to me, this one is so tedious).
